what it is doing, which appear to be improper was actually lawful and the obama administration never expected to be the same position of allies around the world accusing it of illegal activity frankly needs to go to the same effort now and the rules would be to say it's not to stare at the treaty. this is too difficult to negotiate a treaty, but to agree on legal principles such as a country can use lethal force against a terrorist in another country whose threat and attack if that country is unwilling or unable to prevent that thread. in most cases around the world, the countries are able to prevent that thread. they can arrest the person. but in four or five countries, yemen, somalia, pakistan want to get countries around the world to acknowledge the united states right under international law to use force to kill someone in another country who is posing a threat when it can't be addressed in another way. we can get there, but they're just not going to agree to our position unless we go through aggressive international legal diplomacy. it's a great kind of questions. >> and they ar

jump over. last month when president obama was sworn into his second term, i was reminded of something he said four years ago in his first inauguration. the president said, "the question we ask today is not whether our government is too big or too small but whether it works, whether it helps families finds a job at a decent wage, care they can afford or retirement that is dignified." what we have seen from this president is reckless spending and a heavy hand in regulation. at the time of the president's first inauguration, the unemployment rate was 7.8%. at the time of his second inauguration, it was exactly the same and this month unemployment rose to 7.9%. while the rate of unemployment has been mostly stagnant, the national debt has not. in the past four years of failed obama policies, the nation has added $6 trillion of new debt onto the backs of citizens and businesses. today our national debt stands at $16.4 trillion, broken down by american citizens, that's $52,210 for every man, woman and child in this country. we must get back on the right track and bring optimism into busines

sequestration risk. in my home district in north alabama, president obama has ordered that roughly 14,000 highly skilled and irreplaceable department of defense civilian employees suffer 20% fer lows and 20% salary cuts. red stone arsenal's engineers, scientists and other civilian defense staff are critical to national security in a time of international instability. their knowledge and skillsets are unique, virtually irreplaceable and maybe lost to national security forever if these workers are forced to find work elsewhere. the damage i've just described to north alabama's economy is before president obama starts hammering defense and nasa contractors and many other tennessee valley federal employees who provide worthwhile services to their country. nationwide, the economic impact is absolutely staggering. sequestration risks 1.2 million to two million job losses with the resulting 1% worsening of the nation's unemployment rate. it's unwise to subject america's fragile economy to job losses of this magnitude. for emphasis and despite white house, senate leadership and house leadership efforts

'm tempted to describe president obama's spending and tax ideas as small ball, but they're worse than that. they represent a conscious decision to neglect some of the most pressing issues that confront our country. you might even say it's a dereliction of duty in the battle to save america. last week, the congressional budget office projected that our gross national debt will increase from $16 trillion in 2012 to $26 trillion in 2023. now, that may seem like a long way off, but just since president obama has been president, the national debt's gone up by 55%, just in the last four years. but if you project that forward to 2023 when some of these young men and women who are working here as pages will be looking at entering the work force and looking at their futures, all they will see ahead of them is debt and a reduced standard of living. this is what lies ahead for all of us unless we embrace real spending cuts and unless we deal with the unfunded liabilities of medicare and social security. now, president obama has a secret strategy for getting our debt under control, we'd all love to he
